In a large skillet, heat oil over medium heat.
Add ground beef and cook until browned. Drain excess grease if needed.
Stir in diced onion, bell pepper, celery, and garlic. Cook until veggies are softened, about 5 minutes.
Add rice, paprika, oregano, thyme, cayenne, salt, and pepper. Stir well to coat everything.
Pour in beef broth. Bring to a boil.
Reduce heat to low, cover, and simmer for 18β20 minutes, or until rice is cooked and liquid is absorbed.
Fluff with a fork. Garnish with chopped green onions if you like.
